On June 5, the "2026 Lawyer Business Exchange Meeting on Comprehensively Promoting the Construction of a Beautiful China and the Green Development of the Yangtze River Basin" co-sponsored by the Environmental, Resources and Energy Law Professional Committee of the All-China Lawyers Association and the Anhui Provincial Lawyers Association was held in Hefei. This exchange meeting implemented Xi Jinping Thought on Ecological Civilization and Xi Jinping Thought on the Rule of Law. It is held in the context of continuing to improve the ecological and environmental legal system, strengthening multiple supervision mechanisms, collaboratively promoting carbon reduction, pollution reduction, green expansion, and growth, accelerating the formation of green production and lifestyle, and working tirelessly to build a beautiful China where man and nature coexist harmoniously. The green development of the Yangtze River Basin is related to the national strategy and the overall layout of the construction of Beautiful China. At the business exchange meeting, Lawyer Liu Zhimin, a member of the Environmental, Resources and Energy Law Professional Committee of the All-China Lawyers Association, a member of the Party Committee of Jingsh Law Firm, and an equity partner, delivered a speech on the theme of "Analysis of Environmental Ethics and Ecological Civilization Construction in the Context of Comprehensively Promoting the Construction of a Beautiful China".

Lawyer Liu Zhimin pointed out in his speech: Our country has always attached great importance to environmental protection. In 1983, at the Second National Environmental Protection Conference, environmental protection was established as my country's basic national policy, which opened a new chapter for my country's environmental protection cause. On April 24, 2014, the 8th meeting of the Standing Committee of the 12th National People's Congress voted to adopt the newly revised Environmental Protection Law, which injected strong impetus into the legalization process of my country's environmental protection work. Entering a new era, the Party Central Committee with Comrade Xi Jinping as the core has incorporated the construction of ecological civilization into the "five-in-one" overall layout of the cause of socialism with Chinese characteristics. At the end of 2023, the "Opinions of the CPC Central Committee and the State Council on Comprehensively Promoting the Construction of a Beautiful China" was issued and implemented, marking that my country's ecological civilization construction has entered a new stage of comprehensively promoting the construction of a Beautiful China. The Third and Fourth Plenary Sessions of the 20th Central Committee of the Communist Party of China have successively made systematic arrangements for deepening the reform of the ecological civilization system and accelerating the comprehensive green transformation of economic and social development. In March 2026, the "Ecological and Environmental Code of the People's Republic of China" was voted and passed, and my country's ecological and environmental protection has opened an era of "codification".

In recent years, my country has continued to deepen its legislative work in the field of environmental protection, continuously increased law enforcement, and actively explored multi-channel and innovative publicity models, which has provided solid institutional support and fundamental guarantees for ecological environmental protection and ecological civilization construction, and promoted my country's steady progress on the road to green development.
