In order to prevent and resolve high-frequency legal risks in the industry and improve cadres' administrative capabilities in accordance with the law, on July 31, the Fangshan District Bureau of Culture and Tourism held the seventh session of the official cadre lecture. Lawyer Bai Feiyun, equity partner of Jingsh Law Firm, secretary of the Fifth Party Branch, and chairman of the Women's Federation, was invited to give a special lecture. During the training, lawyer Bai Feiyun combined more than 10 years of practical experience and practical accumulation in the fields of law-related petition consultation, Supreme People's Procuratorate civil administrative prosecution consultation, and the resolution of backlog of petition cases of the Ministry of Public Security, to carry out special explanations focusing on high-frequency legal risks in the cultural tourism industry. Using "Typical Cases + Law Enforcement Guidelines" as the starting point, she systematically sorted out five types of outstanding issues, including the closure of art training institutions, illegal operation of entertainment venues and the escort of minors, false propaganda and forced consumption by travel agencies, safety hazards in scenic area facilities, and improper response to public opinion by competent authorities. She analyzed the causes of risks one by one based on case analysis, and put forward targeted disposal suggestions from the administrative, civil, and criminal liability levels.

Subsequently, lawyer Bai Feiyun further proposed a systematic compliance path from three aspects: law enforcement norms and procedures, precise management of market chaos, and scientific handling of public opinion crises. She emphasized that cultural tourism law enforcement should adhere to both procedural standards and risk prevention, deepen the "double randomization, one disclosure" supervision mechanism, strengthen the prevention and control of safety hazards, and at the same time follow the principle of "speed first, sincere communication" and adhere to the transparency of information throughout the process, so as to better promote the standardized, orderly, and high-quality development of the cultural tourism market.
