
In order to deepen practical cooperation between China and Africa in the field of mineral energy, build a precise docking platform for Chinese enterprises and high-quality African mineral resource projects, and explore the establishment of a long-term, stable, and transparent investment promotion and cooperation guarantee system, on August 4, the China-Africa Mineral Energy Investment Forum and Africa Key Project Promotion Conference was successfully held in the large lecture hall on the first floor of the Jingshi Lawyer Building.

Her Excellency, Dr. Mrs. Olayinka Fayomi, founder and chairman of the board of directors of the Foreign Investment Network (FIN) and member of the special working group of Nigeria's "2020 National Vision Plan", said in the opening speech that the Foreign Investment Network has long been committed to promoting investment in emerging markets such as Africa, and has organized a number of global events in the mining and energy fields over the past 28 years. She pointed out that Africa has extremely attractive mining investment opportunities. Against the backdrop of rising demand for key minerals in electric vehicles, batteries, renewable energy and AI infrastructure, there is broad space for China-Africa cooperation. She emphasized that Africa is actively promoting on-site processing and value addition of minerals, has built lithium processing plants and battery industries, and has provided a series of incentive policies. She welcomes Chinese companies to combine technological and industrial advantages, connect with Africa's resource endowments, and jointly expand the global market.

Subsequently, the Nigerian delegation introduced key projects in Africa to the participating parties, comprehensively demonstrating Nigeria's mineral resource advantages in terms of investment environment improvement, mineral energy development potential and preferential policy cooperation models, and elaborated on Nigeria's unified exchange rate, elimination of subsidies, introduction of the "Petroleum Industry Law" and other reform measures, as well as incentive policies such as tariff reductions and capital allowances. At the same time, the delegation also made additional explanations on Nigeria’s rich natural gas reserves, pipeline projects under construction, and diverse opportunities in renewable energy, manufacturing and other fields, and expressed its willingness to cooperate with Chinese companies in Nigeria to establish a processing and manufacturing system, realize local value-added resources, and jointly explore the global market.
Entering the concentrated discussion session, the two parties conducted in-depth and pragmatic exchanges on core issues such as safety guarantee, policy stability, dispute resolution mechanism and risk exploration for mining investment in Nigeria. Chinese companies candidly asked questions on specific issues such as the security situation, government shareholding policy, and equity fee adjustments. The Nigerian delegation responded one by one and highlighted favorable measures such as legal and compliant business paths and industrial bank financing support. The two parties reached a preliminary consensus on establishing a regular communication mechanism, promoting policy coordination, and promoting the docking of specific projects, laying a good foundation for subsequent practical cooperation.

He pointed out that mediation is an effective way to resolve cross-border investment disputes. The State Council of my country has issued the "Commercial Mediation Regulations" to support commercial mediation organizations in setting up branches overseas. He suggested that while Nigeria is attracting investment, it should simultaneously build a Sino-Nigerian commercial mediation cooperation mechanism to provide Chinese companies with contract performance and dispute resolution guarantees in addition to safety guarantees. He emphasized that resolving contract disputes through commercial mediation clauses not only helps reduce the cost of rights protection, but also helps create a stable and predictable investment environment.

Yang Jianming, President of Beijing Shengda Group, said in his speech that he is more concerned about Nigeria’s policy stability, social security and other issues, and is especially cautious about gold projects. He emphasized that he hopes to establish in-depth cooperation with Nigeria’s sovereign funds, government agencies and exploration institutions similar to the China Bureau of Geology and Mineral Resources, and give full play to its own technological advantages to promote the implementation of pragmatic investment projects on the basis of reliable resources and predictable policies.

Li Hui, chairman of China Helian Co., Ltd. and president of the China Mining Federation of Nigeria, said in his speech that according to statistics, there are currently more than 300 Chinese-funded mining companies in Nigeria, nearly 70 trading companies, a total of about 3,500 managers and local employees, and a total investment in the mining field of about US$7 billion. Chinese-funded enterprises mainly operate in four local forms: owning mineral rights and mining, cooperating with local companies to obtain mining rights only, Chinese companies providing technology and equipment services, and trade-based procurement. He pointed out that the federation has obtained detailed mineral distribution maps in Nigeria and has set up emergency contact points in various states to help deal with security issues. Some high-risk states are not suitable for travel, but most areas still have investment conditions.
