Sandu Shui Autonomous County, located in the hinterland of Moon Mountain and Leigong Mountain, was once one of the 16 deeply impoverished counties in Guizhou Province and also a key county for national poverty alleviation and development in the new stage. In September 2025, Huang Xuehong was dispatched here to engage in legal aid work. This is his fifth time to participate in the "1+1" China Legal Aid Volunteer Action. His long-term engagement in legal aid stems from his longing for fairness and justice and his deep empathy for the legal plight of people in remote areas at the grassroots level.

HELPING HANDHelped 8 migrant workers get their back wages

The state has always attached great importance to safeguarding the rights of migrant workers, and legal aid agencies have also established “green channels” for migrant workers to safeguard their rights. As a volunteer legal aid lawyer in Sandu Shui Autonomous County, Huang Xuehong actively takes on cases of migrant workers asking for wages. Even if the cases are complex and have many obstacles, he is not afraid.

In April 2026, he received a legal consultation. Eight migrant workers were employed by Wei in 2020, engaged in environmental sewage discharge, water pipe laying and other tasks. After settlement, it was confirmed that Wei owed eight migrant workers a total of 27,960 yuan. The eight migrant workers are elderly and illiterate. Several years have passed and they still cannot find a way to solve the problem of wage arrears.

Huang Xuehong overcame problems such as language communication barriers and complicated procedures, fully investigated and collected evidence, collected photos, wage rosters and related guarantees during the construction period, and sued the contract-issuing company, contractors Yu and Wei to the court. After presenting evidence and expressing opinions at the court hearing, the court finally ruled that the contract-offering company, Yu and Wei jointly and severally paid the arrears of wages. It clarified that the project company must bear joint and several liability, ensuring that the execution of the case was fully guaranteed, and the legitimate rights and interests of the eight migrant workers were effectively safeguarded.

In May 2026, Wang, a migrant worker, suddenly lost contact with his wife Li, who had brought the couple's savings from working for many years. He wanted to dissolve the marriage with Li and divide the joint property. However, due to procedural obstacles such as remote delivery and poor communication, the progress of the case was blocked.

After Huang Xuehong accepted the entrustment, he actively contacted the public security organs to assist in locating the whereabouts of the parties involved, and cooperated with the court to complete the delivery of legal documents, ensuring the smooth progress of the litigation process. During the case handling process, he focused on guiding both parties to communicate rationally, which ultimately led to both parties reaching an agreement on property division, and the case was settled through mediation. Afterwards, the recipients went to the Legal Aid Center of Sandu Shui Autonomous County to send a banner saying "Legal Aid, Heart-warming Love".

Protect RightsHelp labor disputes be resolved according to law

In February 2026, Nie, an employee of a company in Sandu Shui Autonomous County, was forced to resign due to issues such as wage arrears, failure to pay social security, and failure to conclude a labor contract. Nie went to the Labor Dispute Arbitration Court on his own to file a labor arbitration. After hearing, the arbitration tribunal supported part of the economic compensation, but did not support his arbitration request for double wage difference based on the absence of a labor contract. He then went to the Sandu Shui Autonomous County Legal Aid Center to request legal aid.

Huang Xuehong fully understood the situation, collected evidence, assisted in prosecuting the case to court, fully produced evidence, and expressed detailed opinions at the trial. In the end, the court ruled in favor of the claim of more than 60,000 yuan for double wage difference, economic compensation, and replacement compensation for untaken paid annual leave for which the labor contract was not concluded.

Busy about popularizing the lawSpecial training based on case interpretation

Propaganda on the rule of law is also an important task of the “1+1” China Legal Aid Volunteer Action. Huang Xuehong insists on two-way efforts in case handling and legal dissemination, and takes the initiative to visit local agencies and communities to carry out diversified legal propaganda, receive public consultations on-site, and promote the concept of rule of law to take root at the grassroots level.

In the law-study activities organized by Sandu Shui Autonomous County, Huang Xuehong was invited to give a special lecture on "In-depth Implementation of Xi Jinping's Thought on the Rule of Law and Creating a Legalized Business Environment". Focusing on the connotation of Xi Jinping's thoughts on the rule of law, based on the actual needs of county economic development, and combined with actual work needs, he explained to the participants the significance of optimizing the legal business environment. In his teaching process, he abandoned rigid theoretical teachings and combined typical cases of frequent local disputes such as labor employment, engineering construction, and civil and commercial contracts to transform abstract legal provisions into intuitive and easy-to-understand practical guidance to help public officials improve their decision-making and administrative capabilities in accordance with the law.

In the special training for full-time people's mediators organized by the Justice Bureau of Sandu Shui Autonomous County in the first half of 2026, Huang Xuehong focused on high-frequency conflicts such as grassroots marriages and families, labor remuneration arrears, and neighborhood disputes, and systematically taught legal mediation processes, effective communication methods, and risk prevention skills. He shared dispute mediation ideas based on his own legal aid case handling experience, taught mediation methods that take into account both emotion, reason and law, and provided front-line mediators with practical and replicable practical experience to help consolidate the first line of defense for resolving conflicts at the grassroots level.

In the course of five years of legal aid, Huang Xuehong has received more than 5,000 legal consultations from the public at the window of the Public Legal Service Center and handled 632 cases of various types. Among them, there were 531 criminal cases and 101 civil cases. In addition to handling cases, he also persisted in legal publicity and carried out more than 30 legal lectures for local schools, communities, party and government agencies, and enterprises, covering more than 2,000 people.
